If you're planning to put a new home on land in Russellville or anywhere else in Logan County, the paperwork is the part to start early. This guide from The Home Place in Rockfield walks through the permits, zoning questions and setup steps Logan County buyers should sort out before a home is ordered, so the day it arrives is a good day and not a delay.
Logan County borders Warren County to the west, so it's close to home for us. The rules below come from official city and state sources. Local rules change, so always confirm with the office that covers your parcel before you sign anything.
Start by figuring out whether your lot is inside a city limit or out in the county. The City of Russellville has its own zoning ordinance and its own Building Official, and the city has amended its rules on mobile homes and manufactured housing within city limits (Ordinance 2021-05). If your land is inside Russellville, ask City Hall at 168 South Main St for the current manufactured-housing sections before you pick a floor plan.
If your land is outside a city, ask the county which planning and zoning rules apply to that parcel, and whether a placement or building permit is needed. A quick call with your parcel number in hand saves a lot of back-and-forth later.
The City of Russellville's building permit page spells out several items that matter for a new home:
Inspection requests go straight to the Building Official, by phone or in person. Build that into your timeline: the site plan and earthwork come before the home, and the HVAC and electrical sign-offs come after it's set.
Kentucky has a statewide rule that protects qualified manufactured homes. Under KRS 100.348, a local government that does planning and zoning can't exclude a qualified manufactured home from a residential zone where single-family homes are allowed. It also can't impose foundation rules that conflict with the home's structural engineering or require more than one type of permanent foundation system.
To count as "qualified," the statute says a home must have been built no more than five years before the installation date, with transport-only parts removed. It must sit on a permanent foundation, be connected to utilities and be installed in compliance with KRS 227.570. It must be at least 20 feet wide at its narrowest point (or two stories tall) with the main entrance facing the street, and it must have at least 900 square feet of total living area.
Local governments may still adopt "compatibility standards" for qualified homes, limited to items like roof pitch, square footage, exterior materials, foundation skirting, attached structures, and setbacks and lot orientation that are no stricter than for site-built homes in the same zone. So ask your local office whether any compatibility standards apply to your lot.
Plan size is easy to check on our site. The Briarritz B, for example, is a 4-bedroom, 2-bath plan with 2,580 square feet at 47' x 72', and The Haven is a 3-bedroom, 2-bath plan with 1,230 square feet at 32' x 45'. Size is only part of the test, though. Age, foundation and installation all count too, so we'll go through it with you plan by plan.
Kentucky's Department of Housing, Buildings and Construction certifies manufactured home installers. Under 815 KAR 25:060, a certified installer who installs a manufactured home places a certified installer seal on the home. When you compare quotes, ask who will install your home, whether they're certified, and when the seal goes on.
Many Deer Valley Signature homes are offered as either modular or manufactured. If you're leaning toward a modular version, ask the Building Official how permits and inspections work for a modular home on your lot. The process isn't the same as for a HUD-code manufactured home.
Here's the sequence we suggest to Logan County buyers:
Confirm the jurisdiction and zoning for your parcel. Ask about any compatibility standards. Get the site plan approved before earthwork starts. Choose a plan that fits the lot and the rules. Line up the installer, then the HVAC and electrical permits. Schedule inspections as each stage is finished.
